DLA reforms

In 2013, it is proposed that Governmental reforms will replace the current Disability Living Allowance with the 'Personal Independence Payment' in an attempt to reduce the benefit bill by about 20%. The Health Minister is claiming that this reform of the DLA, which has remain unchanged since its inception in 1992, is a necessary and positive step, but charities such as Scope remain unconvinced. Everyone of working age who is already receiving DLA will be reassessed.
Awards will only go to those most severely affected by long term illness and will be reassessed periodically.

Assessment will look at at various elements in a Daily Living component and a Mobility Component

Being incapable of undertaking an activity due to a severe disorder of mood, behaviour or cognition will be regarded in the same way as physical difficulties The risk of an event occurring alone is insufficient, there will need to be actual functional impairment or evidence that the risk will occur.
